Environmental Licencing

Under current EPA IED and Waste Licence requirements, most licenced site require the completion of an Environmental Liabilities Risk Assessment (ELRA) and Closure Restoration & Aftercare Management Plan (CRAMP).

An ELRA is an assessment of likely potential environmental implications of an incident or accident on an EPA licenced facility or site and the associated financial implications associated with remediation of the event. 

A CRAMP is a management plan detailing all demolition, decommissioning and rendering the site safe on cessation of all works on an EPA licenced site. Works include removal of all potentially contaminating material, wastes and general raw materials on the site to the satisfaction of the EPA. A validation program of works is also required to confirm appropriate closure and licence surrender. 

A Restoration and Aftercare Management Plan (RAMP) will be required where:

  • The site has a long term aftercare plan associated with it e.g. landfill or quarry

  • Previous contaminated material is present on site that require a long-term remediation program.
